New market study, "Greece Infrastructure Report Q3 2010", has been published

July 12, 2010 - PRLog -- In spite of the recent financial and economic fallout, BMI maintains its view that Greece's infrastructure sector is going to be one of the most attractive in Europe. The combination of opportunities for large greenfield and brownfield projects, coupled with a positive track record on public private partnerships (PPPs) supports our view. Challenges remain of course, both on the macroeconomic front and in the wider business environment, as indicated in our ratings, but we believe that the upcoming privatisation of infrastructure assets will provide crucial momentum for the industry, which has been dormant the past two years.

Recent developments support this core view:

In June, the government announced the immediate divestments of state-owned stakes in infrastructure assets, as part of a wider divestment venture to raise EUR3bn. Railways, ports, airports and utilities are all part of the package;
* Interest from foreign investors for plays in Greek infrastructure has intensified. Chinese shipping company China Ocean Shipping (Group) Company (COSCO) has expressed a possible interest in the Thriasio Container/Logistics hub; Abu Dhabi port's company expressed interest in plans for the creation of an industrial-maritime complex in the area of Drapetsona and Keratsini; Qatar and Greece signed a memorandum of understanding (MoU) paving the way for US$6.6bn of Qatari investment in Greece's energy infrastructure, including the construction of a new liquefied natural gas (LNG) terminal in Astakos, western Greece; and,
* New concessions will be offered for airports, motorways and railways (metros mainly).

In light of these developments we have cautiously revised upwards our forecasts for the infrastructure industry value from 2011 onwards, driven by a revision of our port infrastructure industry forecast scenario. Official 2009 data for Greece's construction industry value indicate that our long-held forecast of EUR9.8bn was slightly bullish, with the figure coming at EUR9.6bn. We have revised down our forecasts for 2010, because the first half of the year has passed without any major projects entering the construction phase.

Renewed activity in infrastructure will also help rebuild the order books of medium-sized construction companies that have been through a terrible year. With the exception of the big three in the Greek construction sector (GEK Terna, Ellaktor, J&P Avax) - which have large operations in the Balkans and Middle East that have helped maintain their order books over 2008 and 2009 - the medium sized infrastructure companies, which make most of their revenues in Greece, have been starved for projects.
