According to the Federal Communications Commission Annual Report on Cable Industry Prices, released in 2009, from 1995 to 2008 the price of expanded basic service has grown from $22.35 to $49.65, an increase of 122.1 percent, compared with an increase in the Consumer Price Index of 38.4 percent over the same period.

To make economic matters worse for some consumers, cable companies have quietly been petitioning the FCC for an exemption to deregulate the basic tier programming price.

According to a Philadelphia Inquirer investigation, in the last 18 months, the FCC deregulated basic cable rates in 4,215 towns across the United States, under a little-publicized bureaucratic procedure that doesn't require a public vote of the FCC commissioners.

Overall, the federal agency has deregulated basic cable rates in a total of 7,542 towns, or locales, in the last 15 years. A startling 56 percent of those deregulation actions came since early 2008. An FCC official said there are "many, many" pending special petitions from cable companies for more deregulation decisions.
