Long Range Surveillance System

InDecember2007,wewereaskedbyMexicanmilitarythroughlocalcompanytodeployasurveillancesystemthatcould
havethepotentialtoperformsurveillanceinMexicanportsforlongrangetargetsinlowlightconditions,therequired
systemshallbeabletoobtainaclearimageoftargetslocatedwithinaradiusof10to15km,inadditiontolongrangeit
wasrequiredsystemcanhandleharshenvironmentasitwillbeinstallednearocean,wherecorrosionisanissue.

TheacceptedsystemwasbasedonthetechnologysuppliedbyUnitedVisionSolutionstoinstallboththecamera&the
lenswithinahighgradestainlesssteelvandalismresistantPanTilt&Zoom(PTZ)unitformarineusemanufacturedby
UnitedVision,whichallowsendusernotonlytocontrolthePan/Tilt/Zoom/Focusofthecamerabutalsoallthe
functionalityofboththecamera&thelenseitherinoperationcontrolroomorinsidemaincontrolroom.

ThefirstLongRangeSurveillanceSystemwassuccessfullyinstalledinMay2008.Thelast3systemswereinstalledbetween
November2008&January2009.ThesesystemsareinstalledandfullyoperationaltodaybyMexicanNavypersonalin4
separategeographiclocationsinMexico,twosystemsareindifferentportsinthePacificcoastandothertwomonitoring
portsintheAtlanticcoast.
EachsystemiscontrolledlocallyusingcomputerviaTCP/IP,inadditiontocontrolcamerathecomputerisworkingasDVR
for30days,anCCTVsoftwareinstalledineachoperationcontrolroomallowsonlyauthorizedhoststoview&controlthe
system,andtheneachsystemislinkedviaadigitalconnection(fiberoptics)tocentralheadquartersinMexicoCity,where
imagesreceivedaredisplayedinacentralcontrolroom,andauthorizedenduserscancontrolanyofthesystems&record
theimagesobtainedforfurtheranalysis.

Thissolutionhadtwoadditionalchallenges:first,inthelast3installationsthesystemshadtobeinstalledinfacilities
wheretheexistingbuildingsdidnothavethenecessaryheighttoobtainasatisfactorysurveillanceoftheports;and
second,intheproposedlocationswhereafuturesystemwouldbeinstalledtherewerenoTCP/IPconnectivity.

Theheightchallengewassolvedbytheconstructionof2stainlesssteeltowersinthechosenlocationin2sites,atthetop
ofwhichthefullsystemswereinstalledandthe3rdinstallationthesystemwasinstalledatthetopofawatertankthat
hadboththeheight&surfaceneededtosupportit.Actualheightsofstainlesssteeltowersare35and35meters(114&
147feet).
Weprovidedaspecialmountingtoreducevibrationeffectwhentelezoomingandsystemisverystableevenoperate
duringhighwendweather,inadditiontospecialmountingweareusingVideostabilizertoilluminatevibrationeffects.

Forthesitewherefiberopticswasnotavailable,weusedTCP/IPwirelesslinkstoconnecttheLongRangeSurveillance
Systemstonearestfiberopticspoint,InthelastinstallationthedistancebetweentheSystem&nearestfiberoptics
locationwhere24kmLOS.
