Cal State L.A.’s CTO Peter Quan honored with Lifetime Achievement Award

LOS ANGELES - June 10, 2013 - PRLog -- Vice President of Information Technology Services and Chief Technology Officer Peter Quan of California State University, Los Angeles, was recently presented the 2013 CIO Lifetime Achievement Award by the Los Angeles Business Journal during its CIO/CTO Awards celebration at the Hyatt Regency Century Plaza in Los Angeles.

Quan, the second recipient of this distinguished award, was recognized among those in the top information technology positions within their organizations. These important individuals and teams play vital roles in making Los Angeles businesses, institutions and nonprofit groups successful.

Quan’s vision and leadership within the Division of Information Technology Services for the last 26 years have created a lasting legacy for the University. He has served as vice president of information technology services and chief technology officer of Cal State L.A. since January 2003, providing overall administrative direction for technology, information assets and information security.

During his tenure as vice president, Quan has created and implemented a management framework for Cal State L.A. that is loosely based on an International Organization for Standardization (ISO) management model. This framework serves as the foundation and template for all technology-related projects, procedures, policies, position descriptions, individual work plans, and performance evaluations.

One of Quan’s first major efforts on campus was the implementation of the Oasis project in 1987. The Oasis online relational database system provided crucial improvements to student administration (records, admissions, advisement, etc.) and financial processes.

Under Quan’s leadership, Cal State L.A. collaborated with PeopleSoft in 1995, in which the campus was one of seven universities in the forefront of research and development for a platform that has since become the standard for Enterprise Resource Planning and student “customer service” across academia.

In 1996, the CSU Board of Trustees approved the Integrated Technology Strategy (ITS) and it was adopted at Cal State L.A. as the official policy framework. Quan served as the Systemwide Internal Partnership campus delegate. The ITS contained three major components: academic goals and initiatives, administrative goals and initiatives, and the technology infrastructure, which is the enabling mechanism that permits implementation of those initiatives and achievement of their goals. Today, ITS still remains the over-arching model for addressing technology needs of students, faculty and staff, and for developing new initiatives to take advantage of emerging technologies.

Quan was also responsible for the 2005 completion of the $9 million Technology Infrastructure Initiative (TII) to provide and standardize network and voice access across the campus. The project included planning, design, and construction management of a robust intra-campus telecommunications infrastructure (pathways, spaces, media, and electronics), which completely replaced outdated network cabling and voice and data outlets across the University.

He also served as the campus principal investigator for the “Improving Access to Information Systems at Hispanic-Serving Institutions,” Department of Education Title V project for Cal State L.A., in collaboration with CSU San Bernardino (lead campus), Cal Poly Pomona, Mt. San Antonio College, and Oxnard Community College.

Quan currently serves on the President’s Executive Officers’ Council where he provides advice and counsel on information technology to all divisions at Cal State L.A. He co-chairs the campus Accessible Technology Initiative committee and the Golden Eagle Territory, the student administration/registration system, Leadership Committee. He is also a member of the Enrollment Management Steering Committee, the Resources Allocation Advisory Committee, and the Strategic Planning Coordination Committee.
