China’s National Energy Administration Adds Detail to Coal Import Ban

China’s National Energy Administration (NEA) has released a new version of its thresholds for imported coal to be covered by a ban, following comments from market participants, according to sources. McCloskey China Coal Report has all the details.
 
BRISBANE, Australia - June 18, 2013 - PRLog -- The schedule for the final release by China’s National Energy Administration of the regulations covering coal imports remains unavailable, as it seems that opposition from market players has been strong, although it is almost certain that the ban will be implemented at some stage.

This has already hit new import business hard, it has been suggested.

The latest version of the proposed ban covers specific standards for all types of coal being used in the domestic market, including adding harmful substances like phosphorus and mercury.

For imports, the conditions are tougher than for domestic products, although previous rules have been eased somewhat with regard to calorific values, ash and sulphur content.

This is because significant costs and inspection times will be incurred at importing ports, insiders predict.

In terms of minimum calorific values, imported bituminous coals should be above 4,300kc NAR, while for anthracite this should be above 5,001kc NAR, according to the amended document.

Ash content for both types of coal will be limited to less than 30%, while sulphur content should stand below 2%.

For lignite, calorific values should be above 3,941kc NAR, while ash and sulphur contents should be lower than 20% and 1% respectively.

Domestic products which are transported more than 700km are being subjected to the same standards as imports, but it’s believed that strict implementation of the rules for domestic material is almost impossible at present.
