By: Xtel Communications The Schools and Libraries (E-rate) Program of the USF makes discounts available to eligible schools and libraries for telecommunication services, Internet access, and internal connections. The program is intended to ensure that schools and libraries have access to affordable telecommunications and information services. Discount percentages are determined by the number of students in a district who qualify for free and reduced price lunches (National School Lunch Program or NLSP).
