Ms. Leon's practice focuses on ERISA and tax issues relating to qualified retirement plans, health and welfare plans, and executive compensation arrangements. Ms. Leon regularly advises clients on benefit plan design and compliance issues. She has deep experience providing legal counsel to employers regarding retirement plans and health plan regulatory concerns under federal statutes such as HIPAA and COBRA. She also has experience advising governmental and tax-exempt entities, including non-profit health care organizations, churches, and church-related organizations, regarding the compliance obligations applicable to Section 457 and 403(b) plans and other plans sponsored by such entities. In addition, Ms. Leon has extensive experience in dealing with the fiduciary provisions of ERISA, including the complex prohibited transaction requirements applicable to plan fiduciaries and plan service providers. In this capacity, she has represented clients in obtaining prohibited transaction exemptions and advisory guidance from the Department of Labor and participated in drafting statutory prohibited transaction exemptions that were incorporated into ERISA in 2006.
