Speaking on Alternate Energy in general Dr Panwar could not resist sharing his deep pain and anguish on the status of ‘Hydro-Power’ in Uttarakhand. He voiced that Only 10% of the 30,000 Mega Watts identified potential had been tapped into before vested interests without having any scientific basis were able to negatively publicise the hypothetical environmental issues and succeeded in getting stalled the development of Mini and Micro hydel projects  in the state. “A state which was referred to as ‘UURJA PRADESH’ is today purchasing electricity worth crores of Rupees everyday” he said.

Addressing the gathering the Guest of Honor Dr D.K. Tuli, Executive Director R&D, IOCL having 40 patents in his name and over 85 research papers to his credit appealed to the participants that their research work needs to be linked up to the element of costing, only then could it culminate towards its destiny and become useful to mankind otherwise most of the research efforts  would go down in vain. He also warned the participants to be clear and careful in understanding the difference between “Process & Technology”. “creating a new process or adding an element of process in borrowed Technology does not necessarily amount to meaningful research” he said.
