Fullard previously served as director of economic development for Philadelphia's African American Chamber of Commerce is currently the Managing Partner of AJR Endeavors  which is the developer hired by the Philadelphia Redevelopment Authority to redevelop and restore Osage Avenue and Pine Street in Philadelphia which was destroyed by the infamous Philadelphia MOVE bombing in 1985 which destroyed 61 homes and killed 11 people.
