The Oregon Medical Marijuana Act was passed in 1998. This act allowed for the cultivation, possession and use of marijuana for medicinal purposes. In 2014, ballot measure 91 passed, legalizing the recreational use of marijuana based on regulation and taxation to be determined by the Oregon Liquor Control Commission. This ballot allowed for adults 21 years and older to carry one ounce of marijuana and have up to eight ounces in their dwelling. This also allowed the growing of four plants per household (2). Existing marijuana dispensaries were able to start recreational sales on October 1, 2015, and new retailers were able to apply to the Oregon Liquor Control Commission by January 4, 2016. It was reported that the first week recreational marijuana was legally available, $11 million in sales occurred (3). In 2020, marijuana sales in Oregon peaked to more than $1 billion (4).
