He suggests that the UK economy must be rebalanced through a programme of regional business development. He considers that the basis of this improvement should be the development of innovative, independent businesses supported by a range of initiatives leading to improved business productivity. He is particularly concerned to generate a more collaborative set of relationships between and within the public and private sector institutions all focussed on improving the productive capacity of the firm. His contention is that Government has considerable ability to achieve its commitment by making regional development a key objective of the way the UK's domestic assets and influence are deployed. He concludes by emphasising the urgent need for a comprehensive plan to be prepared by Government and for Government to take a leading role in its successful implementation.
