About the State of California Office of Small Business and DVBE Services (OSDS) Program

The Office of Small Business and DVBE Services (OSDS) is the state's certifying agency that administers the small business, small business for the purpose of public works, and DVBE certification programs. The state of California established the SB and SB-PW certification program in the Cal eProcure database as a means to increase business opportunities for the small business community. For a firm to be eligible, they must be independently owned and operated, principally located within California, and maintain a workforce of 200 or fewer employees. California state government requires state agencies to award at least 25 percent of their annual contracting dollars to certified small businesses.
