Dunlap Bennett & Ludwig Defends $213M U.S. Army Contract for Manta Group

VIENNA, Va. - Jan. 9, 2023 - PRLog -- Dunlap Bennett & Ludwig (DBL) announced today that it has prevailed in defending its client, Manta Group LLC's $213 million contract with the U.S. Army in the face of three protests filed by a competing firm.

The U.S. Government Accountability Office (GAO) last week "denied" a third protest by Springfield, Va.-based Bowhead Mission Solutions LLC, arguing that Bowhead failed to show the Agency had acted unreasonably or treated offerors unequally in its evaluation and best-value tradeoff determination.

DBL attorneys Thomas Dunlap,  Mary Pat Buckenmyer and A. Jonathan Brittin Jr. were part of the team that argued the case for Manta, a Reston based provider of top-end service and technology solutions to the U.S. government.

On July 12, 2021, the U.S. General Services Administration (GSA) awarded Manta a contract to perform fielding, installation, training, logistical support and technical support on behalf of the U.S. Army Project Manager Mission Command.

But the contract was immediately challenged by Bowhead. After corrective action in response to the first protest, GSA awarded Manta the work a second time in November 2021 sparking yet another protest.

GSA took corrective action for a second time and appointed a new technical evaluation panel, contracting officer, contract specialist, project manager and technical evaluation board.

In GAO's recent decision, GAO noted that "Manta's proposal provided several benefits that outweighed those present in Bowhead's." Manta, for example, proposed to "provide contractor personnel with 24/7 support …."

Ultimately, GAO concluded Bowhead failed to show prejudiced or that GSA's evaluation of proposals and award to Manta was anything other than reasonable.
