By Eric Bolves Award a bounty, bonus or reward to anyone who proposes cost cutting changes to government. The change must increase efficiency and/or reduce waste and cost less. The award is 10% of the amount saved in the first year of full enactment, up to $10,000,000. The award will come from the budget of the office where the money is saved. An additional 10% up to $1,000,000 will go to the Review Panel for administrative expenses. This applies to any ongoing government activity, process or procedure at least one year in duration. This means anything the government does. The Review Panel: The Panel will be made up of an odd number of people to ensure a final resolution of each proposal. The panel cannot include anyone directly affected by the proposed cut. It should contain a member of the public. It should contain someone with an administrative business background. Guidelines:
Enforcement of Approved Proposals: Option One: The Panel shall have the same authority to enact approved proposals as the office or body that established the Panel. The establishing office or body must publicly veto the Approved Proposal to stop its enactment. Option Two: The Panel makes recommendations to the establishing office or body. Make it Public: The findings and actions of the Panel will be made public and posted on the Panel's website. A government employee's participation in this program cannot be used as a reason for discharge, demotion or reassignment. Proposals may be made anonymously and awards paid through an independent third party. Presentations may be made to the Panel in person or by any reasonable means of communications. The Proposer may designate a representative to appear on their behalf. The representative need not be an attorney. The relationship between the representative and the Proposer is a completely private matter and will not be subject to regulation. If the adopted proposal includes the elimination of the Proposer's job position, the Proposer will be transferred to a job position with equal pay, retaining all accumulated job benefits. Definitions: Proposer: The person who makes the proposal. Proposal: The proposed change that will result in increased efficiency or waste reduction.
