WASHINGTON - Feb. 28, 2025 - PRLog -- Daryl Guberman - Truth Sayer, a 40+ year quality expert across aerospace, medical, materials, and manufacturing industries, is calling on Congress and the American public to demand an immediate and comprehensive investigation into Boeing's systemic quality failures, federal regulatory conflicts of interest, and the global accreditation scheme that has compromised aerospace safety, public health, and national security for decades.

Boeing's Quality Collapse & Monopoly Construction
  • September 19, 2001 – Post-9/11 Layoffs
Boeing announces layoff of 20,000 to 30,000 employees.
  • April 2002 – Special Process Certification Mandate
NADCAP (National Aerospace and Defense Contractors Accreditation Program) introduced for heat treat, coatings, welding, etc.
  • July 2002 – Supplier Bulletin
All suppliers required to be AS9100 certified and accredited by:
  • American National Standards Institute (ANSI) American National Accreditation Board (ANAB)
  • Boeing's Legal Loophole – Liability Terms
  • Send the certifications NADCAP or AS9100 or both send in your parts and Boeing doesn't need to audit their suppliers.
Both bulletins use "if need be" and "if the need arises"  liability being Boeing.
  • October 2003Heads Up 22 Implemented by ANSI-ANAB
Mandates all AS9100 certified suppliers register on OASIS –Online Aerospace Supplier Information System, controlled by: International Aerospace Quality Group (IAQG). If they refuse their AS 9100 certification is taken away. Also, if the AS9100 company refuses to pay database fees their certification is taken away.
  • IAQG is a member of ANSI-ANAB, and a member on the IAF
  • IAF Oversight Compromised (2015-2021)
IAF under direct leadership of Communist China, undermining supply chain integrity.
  • Boeing Supplier Portal Requirement
All third-party registrars must be ANSI-ANAB accredited or international equivalent –

This includes potential oversight from: China, Iran, Pakistan

Boeing's Special Process Failures from 2002 to Present:

A Catastrophe in Aerospace Manufacturing

At the heart of this disaster is Boeing's documented failure to oversee and control special processes critical to aircraft safety — a failure that spans from 2002 April to the present day. These special processes, governed under the NADCAP accreditation system, include:
  • Heat Treatment
  • Welding
  • Plating
  • Chemical Processing
  • Coatings (Paint, Anodizing, etc.)
  • Non-Destructive Testing (NDT)
  • Composites Manufacturing
  • Shot Peening
  • Cleaning and Surface Preparation

These processes directly impact structural integrity, fatigue life, corrosion resistance, and the overall safety and performance of every Boeing aircraft produced. Despite their importance, Boeing relinquished direct on-site oversight of these processes for more than 22 years, choosing instead to rely on a corrupt, compromised accreditation scheme controlled by ANSI-ANAB and NADCAP. This decision allowed serious failures to go unchecked, contributing to catastrophic safety incidents, aircraft groundings, and widespread quality breakdowns across Boeing's supply chain.

The two key Boeing documents revealed:
  • April 2002 NADCAP Special Process Supplier Notification – Boeing stated that it would only conduct additional audits "as the need arises." This vague language allowed Boeing to circumvent mandatory safety oversight for over 22 years. SEE PHOTO # 2
  • July 2002 Supplier Bulletin– Boeing explicitly stated that its On-site Boeing (audit) of suppliers quality system "if need be" "preference is to deal with proven suppliers with excellent quality performance and not have to do on-site quality system audits." This effectively eliminated Boeing's direct role in supplier oversight, violating federal laws requiring due diligence in defense and commercial aerospace manufacturing. Suppliers must be AS9100 for aerospace and ANSI-ANAB accredited SEE PHOTO # 3
  • (Boeing sat on the ANSI-ANAB Management Committee webpage, that can grant, suspend, or withdraw certification of registration bodies.
  • January 2025. Boeing after 23 years of documents being on their Supplier Portal mysteriously disappeared. Guberman, who has long scrutinized Boeing's quality control practices, believes this action is directly tied to his public exposure and subsequent press releases of the company's 22-year history of relinquishing on-site auditing at an April 17, 2024, Senate subcommittee hearing for whistleblower Sam Salephour, Guberman stood up in support of Salephour was not invited speak but stood up. https://www.newstribune.com/photos/2024/apr/18/3749044/

Detailed Special Process Failures at Boeing: A Timeline of Neglect and Consequences

Heat Treatment Failures:
  • 2002-2005: Inconsistent temperature controls in heat treatment ovens led to unreliable hardening, weakening structural components critical to airframe durability.
  • 2010: 787 Dreamliner components failed heat treatment specs, delaying delivery and creating unpredictable material performance.
Welding Failures:
  • 2003-2006: Structural joint weld defects impacted 767 and 777 airframes, leading to premature cracking under flight loads.
  • 2012-2014: Titanium weld failures in 787 fasteners compromised fatigue resistance, resulting in stress fractures identified in service.
  • 2015: Faulty wing joint welding in the 737 MAX caused production delays and contributed to the catastrophic MAX crisis, culminating in the 2019 grounding.

Coatings and Plating Failures:
  • 2007-2010: Inadequate corrosion-resistant coatings on 787 fuselage parts triggered corrosion issues, delaying entry into service.
  • 2018: Anodizing process failures compromised 787 component longevity, increasing maintenance costs for operators.

Non-Destructive Testing (NDT) Failures:
  • 2009: Deficient ultrasonic inspections of 737 MAX wing spars missed critical fatigue cracks, contributing to the MAX grounding after two fatal crashes.
  • 2014: Flawed NDT procedures failed to detect composite structural vulnerabilities on the 787, leading to extensive in-service repairs.

Plating and Chemical Processing Failures:
  • 2005-2007: Defective plating processes on aluminum alloys caused coating adhesion failures, increasing corrosion risk in flight-critical structures.

Shot Peening and Surface Preparation Failures:
  • 2012: Inadequate shot peening of 737 wing fasteners reduced fatigue strength, increasing risk of structural failure.
  • 2018: Poor Titanium surface preparation on 787 components accelerated crack formation under flight stresses.

The Federal Conflict: Regulatory Capture and Boeing's Cozy Relationship with Oversight Agencies

Daryl Guberman - Truth Sayer also exposes the deep conflicts of interest between Boeing, its certification bodies, and the federal agencies tasked with oversight. Agencies including the:
  • Department of Justice (DOJ)
  • Department of Homeland Security (DHS)
  • Federal Aviation Administration (FAA)
  • Department of Commerce (NIST)
  • Food and Drug Administration (FDA)
  • Centers for Disease Control (CDC)
  • National Institutes of Health (NIH)
  • Department of Defense (DOD)
  • Environmental Protection Agency (EPA)
  • Securities and Exchange Commission (SEC)
  • Federal Trade Commission (FTC)
  • Federal Bureau of Investigation (FBI)

are all members and customers of ANSI-ANAB, which means they regulate Boeing while simultaneously participating in and benefiting from the same corrupt accreditation system. This revolving door between regulatory enforcement, industry players, and accrediting bodies leaves no impartial oversight — only self-interest and cover-ups.

Corporations Benefiting from the Same Corruption

This conflict extends far beyond Boeing. This is only a sample of ANSI-ANAB Federal Agency board members:
  • Lockheed Martin
  • Pfizer
  • Johnson & Johnson
are also deeply embedded in the ANSI-ANAB accreditation web. These companies benefit from the same lack of enforcement, relaxed quality oversight, and pay-to-play certification processes that Boeing exploited, jeopardizing public health, military readiness, and national security.

The DOJ's Hypocrisy: Accuser and Accomplice

Despite the Department of Justice (DOJ) publicly condemning Boeing for lying to the FAA, the DOJ itself sits on ANSI-ANAB's board alongside Boeing. The DOJ is both a regulator and a paying customer of the very accreditation body responsible for Boeing's quality failures. This level of conflict undermines every investigation, settlement, and public statement made by the DOJ regarding Boeing's misconduct.

ANSI-ANAB's Global Accreditation Web: International Conflicts and Chinese Influence

ANSI-ANAB's
influence extends globally through its role as legal underwriter for:
  • International Accreditation Forum (IAF) – Incorporated in Delaware (IAF is an association of accreditation bodies national and international equivalent in accreditation to ANSI-ANAB).
  • International Laboratory Accreditation Cooperation (ILAC) – Headquartered in Australia is the sister organization to IAF.
  • This system is further compromised by Chinese interference. From 2015-2021, Xiao Jianhua (who had been involved in worldwide quality since 1994 and is mandated by China to take sensitive corporate and federal agency information through the China National Intelligence article # 7), a Chinese national, chaired the IAF while serving simultaneously as the Chief Executive of the China National Accreditation Service (CNAS). In 2017, Xiao personally hand-delivered accreditation certificates to the Wuhan Institute of Virology (WIV) — despite the lab admitting it lacked trained technicians, a direct violation of global biosafety standards.

The Pamela Sale Admission: ANAB Admits No Real Oversight of Accredited Labs

In 2017, Pamela Sale's Admissions and Laboratory Certification Failures Across Critical Industries

Pamela Sale, the Vice President of Accreditation for Forensic Laboratories at ANSI-ANAB, publicly admitted:

One of the issues is that there is no commonly agreed-upon set of standards that forensic labs around the country have to follow. Instead, there are informal guidelines that labs can choose to follow or not." https://www.austinmonitor.com/stories/2017/09/austins-crime-lab-failure-points-national-crisis/

These admissions are not limited to forensics. They apply to every type of laboratory accredited under the same corrupt system — from forensic crime labs to blood testing facilities to high-containment biolabs handling the world's deadliest pathogens.
  • There is no independent verification of safety, accuracy, or reliability.

The very foundation of laboratory accreditation — public trust — has been compromised by ANSI-ANAB's corrupt practices, and Pamela Sale's words confirm it. This is inclusive of the Wuhan Bio level-4. COVID-19 escape.

This damning statement exposes that the very organization responsible for accrediting critical aerospace suppliers, forensic crime labs, medical testing facilities, and even bioweapons research laboratories admit there are no binding standards. Laboratories across aerospace, pharmaceuticals, biotechnology, and national security rely on ANSI-ANAB's "certification," even though ANSI- ANAB itself admits compliance is optional.

A Call to Action: End Regulatory Capture and Corruption

Daryl Guberman - Truth Sayer urges Congress to immediately investigate these conflicts of interest, expose the corrupt global accreditation web, and demand Boeing be held fully accountable for its catastrophic quality failures. Without decisive action, aerospace safety, public health, and national security will remain hostage to a broken system designed to protect corporations, not the American public.
