Follow on Google News | ![]() EU Issues Draft Toy Safety RegulationSGS publishes an overview of the EU's draft regulation on toy safety.
By: SGS The draft amendments were published in Communication C/2025/1032 by the EU in February 2025. Adopted by the European Parliament at its first reading, the TSR will repeal Directive 2009/48/EC (Toy Safety Directive, TSD). Substantial amendments to the TSD have been proposed, including replacing the EU declaration of conformity (DoC) with the digital product passport (DPP) and a requirement for manufacturers of digitally connected toys to consider risks to children's mental health and cognitive development. Also included in the amendments are an expansion of the general ban on toys containing substances classified as carcinogenic, mutagenic or toxic for reproduction under Regulation (EC) No. 1272/2008 on the classification, labeling and packaging of substances and mixtures, known as the CLP Regulation. If approved, the TSR will come into effect 30 months after the date of entry into force (EIF), with a transitional period lasting 30 months, subject to a few exceptions. Toys that comply with the repealed TSD may remain on the market for 50 months after the adoption of the EIF under the TRS.
