PRLog -- Boeing's decision to withdraw its guilty plea in the case of the 737 MAX crashes that killed
346 people has raised questions about accountability in aviation safety. While many believe Boeing is trying to escape responsibility, the real issue lies within the very institutions that were supposed to regulate it.
As a Boeing shareholder and a 40+ year quality expert, I can tell you that Boeing is not the only one at fault. The FAA, DOJ, and DHS—along with their close ties to the American National Standards Institute (ANSI), the American National Accreditation Board (ANAB), the International Accreditation Forum (IAF), and the International Laboratory Accreditation Cooperation (ILAC)—created a system where regulatory oversight was compromised, making disasters like the 737 MAX crashes inevitable.
ANSI and ANAB: The Underwriters of Global Accreditation and the Legal LoopholeThe American National Standards Institute (ANSI) and the American National Accreditation Board (ANAB) are the founders of the International Accreditation Forum (IAF)—an association of accreditation bodies that operate nationally and internationally. They also have a sister organization in Australia, the International Laboratory Accreditation Cooperation (ILAC).
What is more concerning is that ANSI and ANAB serve as the underwriters for both the IAF and ILAC, meaning they legally assume responsibility for any system or product failures that occur under their accreditation structure. However, despite this legal responsibility, there are no actual consequences for these failures because of ANSI and ANAB's close ties to the American Bar Association and, more importantly, the Department of Justice (DOJ), which is not only a member of ANSI-ANAB but also a paying customer.
This creates a massive conflict of interest—one that ensures no legal ramifications for systemic failures that impact national security, public safety, and consumer protection.
THE FAA MADE BOEING AN AGENCY OF THE FAA IN 2009 - In 2009, the FAA gave Boeing the power to act as its own regulator.
- This meant Boeing could approve its own aircraft, technologies, and designs without needing outside FAA inspectors.
- The FAA even made Boeing employees dual-role Boeing/FAA Inspectors—individuals whose salaries were paid by Boeing, but who reported (some) findings to the FAA.
- The reality? These inspectors' allegiance was to Boeing, not the FAA, because Boeing was signing their paychecks.
- Even more troubling, Boeing's CEO wore a dual hat—not just as CEO of Boeing but also as the de facto FAA administrator.
This level of self-regulation, unchecked power, and financial entanglement created an environment where safety took a backseat to profit and corporate interests.
BOEING'S SUPPLIER AUDITING SYSTEM WAS A SCAM - After 9/11, Boeing announced it would lay off 20,000 to 30,000 employees due to financial struggles.
- In 2002, Boeing introduced a new system for supplier auditing that eliminated on-site inspections.
- Instead of physically inspecting suppliers, Boeing only required them to send paperwork and parts—no real audits.
- This entire system was built on ANSI and ANAB accreditation, which Boeing helped control.
- Boeing mandated AS9100 certification for its suppliers in July 2002, yet did not begin seeking AS9100 certification itself until August 2024—despite demanding compliance from others.
- Boeing also sat on ANSI-ANAB's management committee, giving it the power to grant, suspend, and withdraw certifications.

This means Boeing could dictate quality standards while avoiding the very certification it imposed on its suppliers for over 22 years—a blatant conflict of interest.
BOEING'S SUPPLIER REQUIREMENTS WERE RIGGED FROM THE START - In April 2002, Boeing worked with the Performance Review Institute (PRI) to create a special process certification program for heat treatment, welding, and other critical processes.
- By July 2002, Boeing mandated AS9100 certification, but only through ANSI-ANAB.
- JANUARY 2025 THE APRIL/JULY 2002 BOEING SUPPLIER NOTIFICATION DOCUMENTS WERE MYSTERIOUSLY REMOVED FROM THEIR SUPPLIER PORTAL.
- In 2003, ANSI-ANAB created OASIS (Online Aerospace Supplier Information System), a Boeing-controlled database that replaced real audits with paperwork reviews.
For 22 years, Boeing has relied on certificates instead of actual inspections—
all under the FAA's watch.
THE DOJ, DHS, AND FAA: HIDING THE TRUTH - The DOJ is not just a member of ANSI-ANAB—it is also a paying customer.
- The Department of Homeland Security (DHS) sits on ANSI-ANAB's board, despite overseeing whistleblower hearings on Boeing's quality failures.
- The DOJ claimed Boeing lied about the MCAS system, but in reality, Boeing was not required to disclose it—because Boeing was the FAA.
WHY I SUPPORT BOEING IN THIS CASE - The DOJ and FAA are just as responsible for the 737 MAX crashes as Boeing is.
- The FAA made Boeing a regulatory agency, allowing it to approve its own planes.
- The DOJ, FAA, and DHS sit on Boeing's accreditation board (ANSI-ANAB), creating massive conflicts of interest.
- Boeing's paper-based supplier audit system was a result of these corrupt relationships.
- ANSI and ANAB underwrite the IAF and ILAC, yet no legal consequences exist because of their ties to the American Bar Association and the DOJ.
THE AMERICAN PEOPLE DESERVE THE TRUTHBoeing is not innocent, but the FAA, DOJ, and DHS are even more guilty. Regulatory capture, conflicts of interest, and outright corruption have allowed Boeing to operate under a broken system for decades.
If we want real change in aviation safety, we must hold the regulators accountable, not just Boeing.
