Kenyan VCE Pioneers Digital Mapping of 'Invisible Children' as 2032 Care Reform Deadline Approaches

As Kenya races toward its 2032 deadline to transition all children from orphanages to family care, Victory Child Empowerment (VCE) has launched an innovative GIS mapping project to locate and support thousands of children in unregistered care homes.

KISII, Kenya - April 24, 2025 - PRLog -- Following yesterday's NTV Kenya interview with Executive Director Kennedy Owino, VCE revealed that their pilot program in Kisii County plans to identify numerous previously unknown care facilities. This breakthrough project, developed in partnership with Kisii University and supported by the national government, creates Kenya's first comprehensive digital map of unregistered childcare institutions.

"These children have been invisible to the system for too long," says Obed Masese, team lead. "Our mapping technology helps us connect vulnerable children with the support services they need for successful family reintegration."
