Aspen’s Community Office for Resource Efficiency (CORE) extends incentives for homeowners to reduce exorbitant energy costs through local rebates and loan programs, while federal tax credits are also available for renewable energy-related home improvement projects.  
The U.S. House and Senate recently approved the most substantial legislation slated to increase the use of solar and renewable energy with an eight-year extension of the 30% solar tax credit and removes the current $2,000 cap for all approved solar electric (PV) installations taking place after Dec. 31, 2008. The solar thermal $2,000 cap remains in place at this time.
Aspen residents are eligible for either the Solar Pioneer local rebate program or a zero interest loans sponsored by the Community Office for Resource Efficiency and Community Bank of Colorado located in Aspen. Photovoltaic grid-tied system rebates are eligible up to $2.00 per watt rebate up to $6,000, while solar thermal systems rebates range, depending on the size of the system, from $1,000 - $2,000.
Zero interest loans are also available for approved PV or solar thermal systems. Interested parties should contact CORE directly at 970.963.5657 for more information on system sizes and equivalent loan amounts. Loan applications are available at Community Banks of Colorado in Aspen or Basalt.
Applicants must be considered full-time residents of the Roaring Fork Valley and can only participate in one program or the other – zero interest loans and rebates cannot be combined at this time. For more info about the terms, check out the CORE web site here.
Holy Cross Energy also offers financial incentives available to Aspen residents through their Green Program to encourage renewable energy generation. Holy Cross offers up to $2.00 per watt per installation on customers using wind, hydroelectric, photovoltaic, biomass or geothermal technology up to 10 kilowatts. Net metering is also available on renewable energy projects up to 25kW.
