SCANDAL! National Physical Therapy Examination (NPTE) testing for graduates of Philippine Schools

The Federation of State Boards of Physical Therapy (FSBPT or Federation) has suspended National Physical Therapy Examination (NPTE) testing for all graduates of Philippine Schools. The FSBPT is the US credentialing body for Physical Therapists.

July 16, 2010 - PRLog -- The exam suspension, which took formal effect on 11:59 PM, Sunday, July 11, 2010, came in response to "compelling evidence gathered by the Federation reflecting systematic and methodical sharing and distribution of recalled questions by significant numbers of graduates.. as well as several exam preparation companies."

This FSBPT's evidence "was obtained through extensive forensic analyses of exam performances," and "the raid and seizure of evidence from the St. Louis Review Center in Manila, Philippines, and its alleged owners/operators, Gerard L. Martin, Roger P. Tong-An and Carlito Balita, which revealed the widespread sharing of hundreds of live test items."

The FSBPT is "pursuing criminal copyright prosecution against St. Louis Review Center and its owners," and  has already invalidated the scores of several individuals "believed to have unfairly benefitted from advance access to test questions."

"Compromised" live test items have already been deleted from the FSBT exam pool.

Carlito Balita appeared on television last night (July 15 2010) denying involvement in what is now being dubbed the "Philippine PT SCAMdal."

The Philippine Department of Labor and Employment has declared it will file a motion for reconsideration on behalf of Filipino PTs with regard the NPTE testing. The usefulness of such a move has been questioned by PTs locally and overseas, especially since the FSBPT has already declared it will conduct distinct new exams in place of the
compromised  NPTE.

Graduates of PT programs in Egypt, India, and Pakistan are have likewise been barred from  NPTE testing.

PT graduates of these four countries already approved by a state licensing authority to sit for the NPTE have been strongly advised to withdraw their registration for the NPTE and
accept instead a FULL refund of their registration fee. While these PTs already approved for testing may choose to take their exam during their 60-day eligibility window, it is highly likely that their test scores would be invalidated. If they choose to take the exam, fees can not be refunded even if their score is invalidated.

New PT and PTA examinations will be developed for PT gaduates from the four countries. Dubbed the "NPTE-YRLY," these new once-yearly exams are expected to be open to registration by fall of 2011. Testing sites for "YRLY" exams have not yet been disclosed.
