By: Clark/McCarthy Joint Venture The Replacement Naval Hospital project has been made possible through a collaborative effort between the Navy, hospital, and all contractor teams to achieve this milestone. The joint venture team was chosen from a pool of highly qualified and competitive contractors with extensive healthcare construction experience, and utilizes the talents of HKS Architects Inc. to provide a superb design for this fast-tracked, design-build project. The Replacement Naval Hospital falls under the American Recovery and Reinvestment Act, and represents the largest Recovery Act Project in the Navy, having a base contract value of $394 million and incorporating a planned modification for turnkey medical equipment valued at approximately $55 million. Completion is targeted for early 2014. “Looking back at the whirlwind of events that have taken place these past two years, it is evident that the recipe for our success includes trust, intense collaboration, universal motivation, and the overarching desire to support a cause that is bigger than all of us,” said Cmdr. Whit H. Robinson, Resident Officer in Charge of Construction for the Replacement Naval Hospital. “We have seen firsthand what can be accomplished when the truest form of partnering takes place, and now we do not wish to settle for anything less than the world-class teamwork we see today. I want to give special thanks to both the government team and the outstanding talents and leadership of the Clark-McCarthy/ The Replacement Naval Hospital is currently two months ahead of schedule and under budget. Seventy percent of the subcontracts issued by Clark/McCarthy have gone to first-tier small businesses (more than $200 million worth out of a total of $320 million). More than 50 percent issued specifically to Service Disabled Veteran Owned Small Businesses add up to $160 million out of the total $320 million. These accomplishments are the contributions of the CMJV team. “It is very exciting to be this far along only two years after the project was awarded, and to have a project that everyone is happy to be a part of,” said Carlos Gonzalez, P.E., Project Director for the Clark/McCarthy Joint Venture. “What has made this project unique and very successful has been the unwavering commitment of the Navy's leadership to a true collaboration based on trust and honesty where all the parties have an opportunity to maximize their own objectives while working together to make both the finished product and the process best-in-class. We feel fortunate and grateful to our Specialty Contractor partners, especially those who joined our team before we even submitted our proposal (Bergelectric, Monaco Mechanical, A.O.
