Ferguson Implications: Law Enforcement Insider Speaks Out About “Combat Zone” Work Environment

 
WASHINGTON - Nov. 5, 2014 - PRLog -- This year at the Whistleblower’s Conference held on ​ July​28 in Washington D.C. (Capitol Hill), two former civil servants bravely spoke out about a hostile federal workplace culture and its dangers to the American public. ​ Racial bias and mental health disorders within law enforcement have fundamental Ferguson implications.  The August 9 fatal shooting of 18 year-old Michael Brown, an unarmed African American male shot with his hands up while asking ​ a white ​police ​officer ​ not to shoot,​ and the subsequent police milit​a​rization ​ of Ferguson, Mo.​, reflects the tragic result of a hostile culture that too often places African Americans in harm's way.

David Grogan is a U.S. Marine Veteran and a retired supervisory Deputy United States Marshal who had oversight of the U.S. Department of Justice’s general federal law enforcement's daily operation. He worked for the Justice Department for over 25 years.  The Coalition For Change, Inc. (C4C) member and former C4C ​Social Media Chair, has an extensive background in criminal justice and was once employed with the U.S. Secret Service.  Grogan once served as lead plaintiff in a class action race-based lawsuit against the federal law enforcement agency (Grogan, et. al v Holder, Civil Action No. 08–1747 (BJR)).   When speaking before an audience on Capitol Hill, the retired supervisory Deputy United States Marshal, likened the hostile work environment to a "COMBAT ZONE."

Arthuretta Holmes-Martin, who serves as the C4C’s Spiritual and Wellness Chair, is retired from the U.S. Department of Health and Human Services (HHS) where she had served as the Deputy Director of the Office of Small and Disadvantaged Business Utilization.  Prior to retiring from the HHS, Holmes-Martin had worked at a number of federal departments including the U.S. Department of Treasury’s Internal Revenue Service (IRS) and the Central Intelligence Agency (CIA).  She is a member of the American Society of Public Administration and is a certified Stress and Wellness Consultant.  Holmes-Martin received her certification from the Canadian Center on Stress Management. When presenting at the Whistleblower’s Summit in July 2014, Holmes-Martin urged civil servants under hostile attack by government officials to "get out."  She informed civil servants, who are to uphold the interest of the public, that in reality they have no protections from the retaliation of bullying managers with a mob mentality because public officials often exact retribution on civil servants who expose their wrong-doing simply because "they can." Holmes-Martin also likened the situation to Apartheid, as government officials committing these crimes have no accountability whatsoever.
