According to Bailey, Scott meddled in Florida Department Of Law Enforcement affairs for over a year. Scott also reportedly pressured Bailey to smear the name of a court clerk in Orange County. Jeff Atwater, who is the Chief Financial Officer, was the first of the cabinet members to break with Governor Scott. Pam Bondi and Adam Putman, who are also cabinet members, has distanced themselves from Scott. Adam Putman is the Agriculture Commissioner and Pam Bondi is the Attorney General. Rick Swearingen was appointed as the Florida Department Of Law Enforcement Commissioner after Gerald Bailey was forced to resign. Scott stated that no one else was considered as the replacement FDLE commissioner. He says his cabinet can look for a new FDLE commissioner, but he will not support it. Senator Arthenia Joyner stated that citizens should file a complaint with the State Commissions of Ethics. She says that Scott has misused his office. She also describes Scott's handling of the FDLE commissioner as disastrous. The firing of Gerald Bailey has also been criticized by St. Petersburg accident lawyer Michael Babboni.
