Follow on Google News | RFP for the Redevelopment of the Historic Lowell School PropertyBy: Brownfield Listings LLC In 2015, the Downtown Development Authority acquired the R-5 property, located at 310 North 7th Street, from Mesa County Valley School District 51. The property is a full city block, bounded by Grand Avenue, White Avenue, 7th Street and 8th Street (approximately 2.5 acres) and includes an historic school building (Lowell School) of approximately 15,000 square feet in the heart of downtown Grand Junction, Colorado. The property could be subdivided to accommodate separate uses. The R-5 property is located at the northeast boundary of the Central Business District of the City as adopted in the Greater Downtown Plan. The primary goals of the Greater Downtown Plan support the redevelopment of the R-5 property as follows: to "promote downtown living by providing a wide range of housing opportunities, primarily in the Downtown District"; require density/intensity in the Downtown District as prescribed by the Comprehensive Plan, primarily within the Central Business District; jump-start the revitalization and reinvestment in the Downtown District with strategic catalyst projects; The R-5 property is zoned B-2, Downtown Business, a flexible zone district calling for concentrated downtown retail, service, office and mixed use, including residential. The property is also within the North 7th Street Historic District Zoning Overlay. Goals and policies for the Historic District aim to protect and preserve the integrity of this important historic corridor. The design standards and guidelines of the ordinance are advisory only for the R-5 School property. The R-5 property is also part of the North 7th Historic Residential District which is on the National Register of Historic Places. While the designation does not restrict the use of the building, it does present opportunities for additional funding specific to historic preservation. Modifications that will affect the historical integrity of the structure are encouraged to follow the Secretary of the Interior's Standards for the Rehabilitation of Historic Structures. The property is also located within the City's Redevelopment Area so development of the property will qualify for a reduced transportation impact fee.
