On August 7, 1782 George Washington established the "Badge for Military Merit."  The idea was never truly revived until 1931. Then General Douglass MacArthur championed the cause.  On February 1932, George Washington's 200th Birthday, the US War Department created "The Order of the Purple Heart."

The Purple Heart is available to all, yet desired by none.
