UPSL Commissioner Yan Skwara said. "The UPSL is excited to be a part of soccer history in America as we embark on instituting the Promotion - Relegation system into our existing league. We are emulating a Promotion Relegation tradition in soccer that is embedded throughout the rest of the world that for decades has been bypassed by all the top tier soccer leagues in America. The reality is that because we are a Lower division league at the Pro Development level, we are probably the best guinea pig to get out there and build out the Promotion Relegation frame work with our existing 50 plus teams and growing. We are now moving now towards a national footprint, so the timing is good with our team numbers. We are convinced that from a big picture perspective, this is the role and direction our league needs to focus on and we need to take a firm stand on moving forward with conviction and commitment to the Promotion Relegation structure for of all our divisions moving forward. Our feeling is that during this process, we will discover that investment and sponsorship will follow for our team owners and club members which is obviously the key for clubs to thrive not to mentioned the tremendous player and fan excitment that will come into play from the new league Promotion Relegation structure. We look forward to the continued enthusiasm and support that the soccer community in the marketplace now has already shown the UPSL with respect to the launch of our Promotion-Relegation model into our upcoming 2017 league season which kicks off in February." Known throughout the world as the system by which most soccer clubs manifest success, history and culture, the concept of promotion and relegation in the North American professional game has gained traction in recent years. "It's a great time to begin to create one umbrella," Skwara said. "We know it's not overnight process, but now that we've initiated it it's our hope that other clubs will see that vision." Promotion and relegation, more commonly known as 'Pro-Rel', is a process where teams are transferred between two divisions based upon their performance in the previously-completed season. The best team or teams in the lower division are 'promoted' to the higher division for the next season, while the worst team or teams in the higher division are 'relegated' to the lower division for the next season. In a first for any professionally run soccer league operated in the United States, the UPSL will operate its system of promotion and relegation between both a Pro Premier Division and a second-flight Championship Division for clubs in each of its five member states -- Southern California, Arizona, Nevada, Idaho and now Colorado. An organizational restructuring this winter will create new conferences from its pool of more than 60 member clubs. Each conference will contain both Pro Premier and Championship Divisions starting with the 2017 Spring Season kicking off in February. Clubs applying for the Pro Premier Division is the first year will be approved in compliance with UPSL Pro Premier Division rules and regulations. In the second year, Championship Division clubs must qualify for postseason playoffs to be eligible to apply for promotion. Those clubs must also then meet UPSL Pro Premier Division rules and regulations. Relegation from the Pro Premier Division will occur for the bottom two teams.
