Koutsouros, P.E., Planning & Site Design Department Manager has been promoted to the position of Vice President by the Board of Directors. Since 2016, Mr. Koutsouros has put forth hard work and un-wavering dedication in helping to grow his department with strong leadership skills and extensive experience in his respective areas of engineering expertise.

Mr. Koutsouros, a Penn State University Alumni, has over 20 years of experience, with specialization in all aspects of planning and site design engineering. His experience includes representative projects in stormwater management, site planning,  subdivisions, grading, erosion and sediment control, NPDES permitting, utility planning, road layout, hydraulic analysis, wetland remediation, technical specifications, and construction administration. Mr. Koutsouros is a licensed professional engineer in Pennsylvania, New Jersey, and Delaware; conversant in a diverse array of projects  such as the Bucks County Justice Center Parking Garage in Doylestown Borough, Bucks County, Pa, Homes for Our Troops in Warminster Township, Bucks County, PA, The Hub at Bensalem Mixed Use Development, Bensalem Township, Bucks County, PA, Westrum Luxor Phoenixville Apartment Complex, Phoenixville Borough, Chester County, PA, Rutgers University Golf Course – Accessibility Improvements in Piscataway, Middlesex County, NJ, and many more.
