EPA Final Rule on Perchloroethylene in the US

A ban on perchloroethylene (PCE), in all consumer and many commercial and industrial uses, has been issued in a final rule from the EPA.

GENEVA - Jan. 9, 2025 - PRLog -- SGS, the world's leading testing, inspection and certification company, has published SafeGuardS 187.24 reporting on the US Environmental Protection Agency's (EPA) final rule 89 FR 103560, which regulates the use of the solvent perchloroethylene (PCE).

PCE, also known as perc or tetrachloroethylene, is a colorless liquid used in consumer applications such as adhesives and brake cleaners, as well as in the dry cleaning of fabrics, the production of fluorinated compounds, and aerosol degreasing. It is associated with significant adverse health effects by the EPA, which is addressing concerns by amending 40 CFR 751 'Regulation of certain chemical substances and mixtures' under section 6 of the Toxic Substances Control Act (TSCA).

PCE was one of the first ten chemicals listed for review by the EPA in 2016. It will be banned in consumer products, as well as many commercial and industrial uses, within a three-year timeframe.

Issued on December 18, 2024, the final rule comes after the EPA's proposed rule from June 2023, which was followed by a consultation period. The agency has already proposed rules for carbon tetrachloride, N-methylpyrrolidone and 1-bromopropane, and finalized rules for asbestos, methylene chloride and trichloroethylene.
