Federal Employees Profiting from ANSI-ANAB Further scrutiny has revealed that federal officials beyond Fauci are personally profiting from their affiliations with ANSI-ANAB. Philip Mattson-DHS Executive Director Office of Standards who represented DHS on the ANSI-ANAB board. Philip Mattson received $262,814 in conjunction with his Federal Salary. Gordon Gillerman Executive Director of Standards who represented NIST on the ANSI-ANAB board receiving $120,000 plus his federal salary. Both Mattson and Gillerman represent their respective federal agencies while serving on the board of a private, non-profit entity. This arrangement is a direct violation of 18 U.S.C. § 209, which prohibits federal employees from receiving outside compensation related to their official duties. Their dual roles create a glaring conflict of interest, as these individuals influence regulatory decisions while financially benefiting from the very organizations they are meant to oversee. These violations further illustrate how deeply embedded ANSI-ANAB are within the federal regulatory system, raising serious concerns about the integrity of U.S. safety and accreditation standards. ANSI, ANAB, and the Global Accreditation Network ANSI-ANAB have played a central role in forming international accreditation bodies such as the International Accreditation Forum (IAF incorporated in Delaware/ It is an association of national and international accreditation bodies, equivalent in accreditation to ANSI-ANAB) along with IAF sister organization the International Laboratory Accreditation Cooperation (ILAC Australia), which regulate industries ranging from pharmaceuticals, aerospace, automotive, defense and other industries. ANSI-ANAB serve as underwriters for global accreditation, assuming legal responsibility for systematic and product failures. However, recent moves to create a new entity, the Global Accreditation Cooperation (GLOBAC), suggest an attempt to shift liability further down the regulatory chain, shielding ANSI-ANAB from accountability. Fauci, Wuhan, and the Gain-of-Function Controversy In 2017, Xiao Jianhua, a Chinese national and executive of China's National Accreditation Service, was appointed to lead the IAF after being handed control by ANSI/ANAB's former Vice President and IAF Chairman and Principal on the 990-tax form (2009-2015). That same year, Xiao Jianhua was documented certifying a bio-level four laboratory in Wuhan, China—despite concerns raised by scientists about a lack of trained technicians to handle high-contagion materials. This aligns with statements made under deposition by Pamela Sale, ANSI/ANAB's Vice President of Laboratory Accreditation, who admitted that there were no uniform safety protocols across accredited laboratories. In 2018, Randy Dougherty retired from his leadership roles at ANSI-ANAB, and the IAF. However, the damage done during his tenure continues to resonate. Particularly troubling is his decision in 2015 to hand over the IAF leadership to Xiao Jianhua, who served as Chairman from 2015–2021 and Chief Executive of the China National Accreditation Service (CNAS) Beijing China. Xiao Jianhua, a high-ranking official in the Chinese government, was directly responsible for certifying high-risk facilities like the Wuhan Institute of Virology (WIV), which was the subject of controversy due to its bio-safety level 4 certification despite major deficiencies in staff training and laboratory procedures. Xiao Jianhua, also must adhere to the Chinese National Intelligence Law article 7 which mandates all Chinese nationals to take data from organizations and send it back to China. This is called hacking or cybersecurity infiltration. Additionally, in 2019, the CDC—an ANSI/ANAB member—issued a document titled "Volume 25: Virology Lab Training," which identified Wuhan as the sole facility mentioned in the training materials.
