Despite these critical roles, Guberman who certified mailed all antitrust members 2017 about Lockheed Martin said Blumenthal and other committee members listed repeatedly ignored the dangerous entanglement between U.S. accreditation bodies and international entities with adversarial ties, allowing foreign actors undue influence over U.S. manufacturing, aerospace, and defense sectors. They are a non-profit, non-governmental corporation that has both Corporations and Federal Agencies on board. Both organizations are tightly linked to the International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) — bodies that are involved with foreign powers, including China, Pakistan etc, in shaping the very standards governing U.S. industries. "Blumenthal has been in key oversight positions, yet he's enabled this sellout of American manufacturing and public safety," said Guberman. "He's allowed the fox to guard the hen-house." In fact, DHS sits on ANSI-ANAB not just as a member but as a customer like Boeing. They are the founders of IAF incorporated in Delaware and their sister organization ILAC in Australia. ANSI-ANAB are also underwriters of IAF & ILAC which means they assume all liabilities systematic and product failures. The Manufacturing Extension Partnership (MEP) Money Laundering Allegations Guberman further highlights Blumenthal's deep connections to a program at the heart of what Guberman calls 'one of the biggest government-enabled scams in U.S. manufacturing history' — the Manufacturing Extension Partnership (MEP) program, which operates under the National Institute of Standards and Technology (NIST) which is part of the Department of Commerce. In a damning letter from a former MEP employee, Guberman was told that "relationships and co-funding of other nonprofit agencies was jokingly called money laundering." The letter further explained that MEP centers would become sponsors of other nonprofits, exchanging funds back and forth — creating the appearance of legitimate funding streams while enriching management and staff. According to Guberman's research, 65% or more of MEP funding goes directly to pay management salaries and operational costs, leaving only scraps for actual manufacturers. "This is government overreach at its absolute worst," said Guberman. "Taxpayer dollars — both state and federal — are being funneled into a closed-loop system designed to enrich insiders while starving the very manufacturers the program was created to help." Guberman further notes that NIST, which oversees the MEP program, also sits directly on both ANSI and ANAB's boards, creating yet another conflict of interest between the agencies regulating manufacturing standards and the bodies accrediting those standards. Even more egregiously, a NIST employee who represents NIST at ANSI and ANAB receives over $120,000 annually in addition to his federal salary — a blatant example of regulatory capture. Compounding the problem, the Department of Homeland Security (DHS) — the same agency Guberman confronted at the April 2024 hearing where Blumenthal is the Chairman— also has a representative sitting at ANSI and ANAB. That DHS representative, Guberman uncovered, receives $262,000 annually in addition to their federal salary for their role on the accreditation boards. "This is the definition of pay-to-play oversight," said Guberman. "The people regulating our industries are being paid by the very bodies they're supposed to oversee — all while the politicians like Blumenthal who are supposed to police this corruption look the other way." Federal Statutes and Money Laundering Ties Guberman calls on Congress to investigate whether federal money laundering statutes, including 18 U.S. Code § 1956 and § 1957, apply to these MEP funding schemes, especially given the alleged practice of transferring funds between nonprofits to obscure the original source and intent. Guberman emphasizes that such practices not only waste taxpayer money but also undermine the integrity of American manufacturing by diverting critical resources away from businesses.
