SCS Engineers Retained by City of San Diego for Compliance Consulting Services

Environmental consulting firm to assist with compliance to new climate change regulations
 
Feb. 2, 2011 - PRLog -- SAN DIEGO, Calif.—The top solid waste consulting firm in the United States, SCS Engineers, has been retained by the City of San Diego on a $1.9 million contract to provide professional services that will assist the City in complying with California and federal climate change regulations pertaining to landfills.

SCS will ensure that the City meets the requirements of Assembly Bill 32 (AB32), which seeks to reduce methane emissions from landfills by requiring owners and operators of uncontrolled landfills to install landfill gas collection and control systems (GCCSs) and by requiring existing and newly installed GCCSs to operate optimally.

“Under AB32 the City is also required to report its greenhouse gas (GHG) emissions and to collect accurate and timely emissions data,” said Principal in Charge Pat Sullivan. SCS is contracted to ensure the City is in compliance with all of the elements of AB32.

Beyond AB32, SCS will also assist the City in meeting its obligations under the federal GHG programs. “SCS has managed several similar projects that called for the evaluation of applicability and compliance status with the U.S. Environmental Protection Agency’s (EPA) GHG mandatory reporting rule. We will ensure that the City is in compliance with these environmental safeguards.”

SCS has worked with the City on previous projects and has worked extensively with San Diego County Air Pollution Control District (SDC/APCD). Past services rendered by SCS include development of monitoring plans; evaluation of applicability and compliance status with the AB32 landfill methane rule; and preparation of annual emissions inventories.
