3-in-1 Solar Energy Development RFP for Three Landfills in Connecticut

CHICAGO - March 23, 2016 - PRLog -- The Connecticut Materials Innovation and Recycling Authority (MIRA) has published a joint Request for Proposal (RFP) for private developers to repurpose three waste management sites to install solar energy production at each site. MIRA would retain ownership of the waste facilities, while the selected developers would have access to build and operate the three solar energy brightfield plants.

Below is a quick overview of these exciting new opportunities for solar or other renewable energy developers in Connecticut:

The Ellington Landfill, located at 217 Sadds Mill Road (Route 140) in Ellington, CT. This 38-acre property consists of a closed and capped landfill. Approximately 4 acres are considered suitable for solar generating facility (SGF) development. The SGF would accommodate electrical load on the MIRA property and could total 1 MW.

Shelton Landfill, located at 866 River Road (Route 110) in Shelton, CT.  The Shelton property is a 60-acre closed and capped landfill, of which approximately 3 acres are considered optimal for SGF development, with a possible additional 3 acres on the southern slope of the landfill that may also be suitable for SGF. Electrical infrastructure remains on the site from a former landfill gas-to-energy facility and could be used to connect SGF to the grid.

Waterbury Bulky Waste Landfill, located at the intersection of Highland Avenue and Highview Road in Waterbury, CT. This site also consists of a closed and capped landfill and a former staging area for gravel mining operations; however, the proposed location for SGF development is on an approximately 3-acre area immediately to the east of the landfill. With some regrading, and depending on the SFG's necessary setback from a line of trees, an estimated 500 kilowatts capacity could be developed on this site.

MIRA is a quasi-public entity that has the responsibility for the planning, design, construction, financing, management, operation and maintenance of solid waste disposal, volume reduction, resource recovery facilities, and related facilities considered to be necessary, desirable, convenient or appropriate in carrying out the provisions of the State of Connecticut's solid waste management plan.
