FILLMORE, Utah - March 6, 2018 - PRLog -- Hales Sand and Gravel won the Utah Asphalt Pavement Association Large Project of the Year Award for the SR-99 Fillmore Main Street project in Millard County. The award was presented at the 2018 Asphalt conference at the Mountain America Exposition Center on February 22, 2018.

"It is a great honor to win the Utah Asphalt Pavement Association's Large Project of the Year Award, as there were many great projects in 2017," Jeff Collard, Hales Sand and Gravel General Manager said. "I am extremely proud of our team and the dedication and sacrifices that they made to build this project safely and successfully.  We would not have been as successful without the collaboration with our Staker Parson Wasatch Front Division.  It is great to be part of a team that is willing to help each other out, regardless of how it impacts their own business unit."

The SR-99 Fillmore Main Street project improved driving conditions for the city of Fillmore. Prior to this project, storm water would accumulate in large puddles on the roadway. The project consisted of: a new storm drain system, a new culinary water pipeline, new curb and gutter, new sidewalk and pedestrian ramps, 68,234 square yards of Full Depth Reclamation Treated Base Course, 3,528 ton of 3/8 inch land leveling Hot Mix Asphalt (HMA), and 16,523 ton of Stone Matrix Asphalt (SMA). A bike lane was also added on both shoulders to improve safety to the traveling public.

Hales Sand and Gravel overcame unexpected project challenges. When it came time for the Full Depth Reclamation, the crew discovered that there were a few issues with the design that wouldn't work as planned. Working together, the team determined that the existing material would be excavated and new road base would be brought in to prepare for the 6 inches of asphalt that would cap the new roadway. Project workers faced another complication, because there was a significant increase in the amount of soft spot repair in the subgrade, which made for a tighter schedule.

Hales Sand and Gravel made safety the top priority. Multiple crews worked in congested areas, and pedestrian traffic was disrupted during sidewalk and pedestrian ramp reconstruction. Hales Sand and Gravel took extra safety precautions. Pedestrian bypass ramps were built to guide the pedestrians safely through the construction zone. Hales Sand and Gravel chose to pave the busiest section of roadway at night while traffic was minimal. The project was completed with zero injuries.
