WASHINGTON - Feb. 9, 2025 - PRLog -- For over a decade, QA expert Daryl Guberman, a 40-year veteran of the aerospace and other industries, has been uncovering the entangled relationships between government agencies, corporate giants, and global accreditation bodies—long before the Department of Government Efficiencies (DOGE) was even conceptualized. While the DOGE is now playing catch-up, Guberman has been ahead of the curve since 2013, producing videos, articles, and detailed investigations exposing a system built on conflicts of interest, regulatory capture, and fraudulent oversight.

Guberman asserts that the documents and evidence he has provided over the years have given government agencies a much-needed push in recognizing how deep the corruption runs—particularly in the Department of Homeland Security (DHS) and other agencies in dire need of reform. Guberman, not invited to speak at the April 17, 2024, DHS Subcommittee meeting on whistleblower Sam Salephour's Boeing 777 & 787 revelations, stood up to expose how Boeing abandoned on-site supplier audits for 22 years, relying on vague terms like "if the need arises" and "need be" in two key certifications NADCAP(special processes) AS9100 as long as it is ANSI-ANAB accredited. These phrases allowed Boeing to avoid committing to specific, mandatory audit actions, effectively granting them the flexibility to bypass on-site inspections at suppliers' facilities unless issues were raised, which Guberman argues enabled systematic quality control failures. https://www.newstribune.com/photos/2024/apr/18/3749044/,

However, Guberman warns that what is being ignored or downplayed is the global control over accreditation, safety standards, and regulatory policies—a network where ANSI-ANAB are not just compromised but actively working in lockstep with international organizations like the WHO, UN, UNIDO, and USAID.

With unparalleled expertise in quality assurance, research, and forensic investigations, Guberman is not only exposing these failures—he is presenting himself as the true independent alternative to the corrupt oversight system currently in place.

1. The Global Accreditation Cartel: A Threat to U.S. National Security

A deeply entrenched network of accreditation bodies, regulatory agencies, and globalist institutions is dictating safety and compliance standards worldwide—while shielding corrupt practices from scrutiny.

This network includes:
  • ANSI (American National Standards Institute) and ANAB (American National Accreditation Board)—Two U.S. entities that dictate industry standards yet have been compromised by corporate interests. ANSI-ANAB founded the IAF (International Accreditation Forum) and sister organization ILAC (International Laboratory Accreditation Cooperation) and association of accreditation bodies national and international which are equivalent in accreditation to ANSI-ANAB.

  • IAF (International Accreditation Forum, Is incorporated in Delaware) its sister organization, ILAC (International Laboratory Accreditation Cooperation)—Global accreditation bodies that operate without true oversight, allowing unqualified entities to self-certify compliance. ANSI-ANAB are underwriters for IAF-ILAC which means they are responsible and liable for any systematic and product failures

  • Guberman also highlights a recent effort by ANSI-ANAB to establish a unified global accreditation entity named Global Accreditation Cooperation (GLOBAC) a unification of IAF-ILAC. He argues that this move is intended to dissolve ANSI-ANAB's liability while preserving their control over global accreditation processes.

  • WHO (World Health Organization), USAID (United States Agency for International Development), UN (United Nations), and UNIDO (United Nations Industrial Development Organization)—Entities working in concert with ANSI-ANAB, controlling global accreditation under the guise of international cooperation.

This web of influence creates a conflict of interest where regulatory bodies are controlled by the very corporations they are supposed to oversee.

2. Xiao Jianhua's Role in Corrupt Accreditation Oversight

One of the most glaring examples of failed accreditation oversight involves Xiao Jianhua, who has been a central figure in global quality control since 1994. From 2015 to 2021, he held dual roles as:
  • Chairman of the International Accreditation Forum (IAF)
  • Chief Executive of the China National Accreditation Service (CNAS)

During his tenure:
  • In January 2017, CNAS certified the Wuhan Institute of Virology (WIV) as meeting the highest bio-level safety standards—despite a lack of trained technicians.

  • Later in 2017-2018, a U.S. delegation reported significant safety deficiencies at WIV, proving that the CNAS certification was unreliable.

  • In 2017, Pamela Sale, Vice President of Laboratory Accreditation for ANSI-ANAB, admitted under legal deposition that there are no commonly agreed-upon safety standards for forensic and bio-labs worldwide, calling into question all international lab certifications, including WIV's. "One of the issues is that there is no commonly agreed-upon set of standards that forensics labs around the country have to follow. Instead, there are informal guidelines that labs can choose to follow or not."

This case alone demonstrates the deadly consequences of corrupt accreditation and the conflicts of interest within ANSI, ANAB, IAF, ILAC and CNAS.

3. U.S. Agencies Caught in Conflicts of Interest

Even more troubling is the fact that major U.S. federal agencies—tasked with ensuring public safety—are entangled in this accreditation fraud. Agencies including the:

The listed Federal Agencies is only a SAMPLE of the many that are on ANSI-ANAB board:
  • Department of Homeland Security (DHS)
  • Department of Justice (DOJ)
  • Food and Drug Administration (FDA)
  • Centers for Disease Control and Prevention (CDC)
  • National Institutes of Health (NIH)
  • Department of Commerce (NIST-National Institute Of Standards and Technology)
  • Federal Trade commission (FTC)

NIST's Gordon Gillerman, Director of the Standards Coordination Office, served on the ANSI-ANAB board while receiving $120,361 from ANSI-ANAB in addition to his federal salary. Similarly, DHS Philip Mattson, Executive Director of the Office of Standards, collected $262,814 from ANSI-ANAB alongside his federal salary. Both agencies are not just board members but also paying customers of ANSI-ANAB, further entrenching conflicts of interest.

This raises serious questions about whether these agencies are regulating or merely serving the interests of their fellow board members. Even worse, many of these agencies are not just board members—they are also paying customers of ANSI-ANAB, further eroding impartiality.

This web of regulatory capture allows corporations like Boeing, Lockheed Martin, Pfizer, and Johnson & Johnson to dictate policies that benefit profit-driven interests rather than public safety.

4. Gain-of-Function Research and U.S.-China Collaboration

In March 2017, the Wuhan Institute of Virology (WIV) hosted a high-level meeting with both U.S. and Chinese representatives, discussing gain-of-function research as a top priority.

Documents show that despite severe safety concerns, U.S. institutions continued working with China on high-risk research—while relying on the same failed accreditation system that had already proven itself untrustworthy.

A CDC training document from the time emphasized the need for skilled technicians to prevent contagion risks in BSL-4 labs—yet evidence showed that WIV lacked such trained personnel.

5. The Need for Independent Oversight: Daryl Guberman as the Alternative

With four decades of experience in quality assurance, aerospace, and regulatory investigations, Daryl Guberman offers an alternative to this deeply compromised system. Unlike the agencies and corporations entangled in these conflicts of interest, Guberman:
  • Has no corporate or governmental ties that would bias his findings.

  • Has exposed fraudulent accreditation practices since 2013—long before DOGE took notice.

  • Provides forensic-level analysis of certification failures across multiple industries, including aerospace, healthcare, and national security.

Guberman states:

"The accreditation system is a criminal piñata just waiting to be cracked open. The evidence is clear—our regulatory bodies have been hijacked. We need true independent oversight, not organizations riddled with conflicts of interest."

As Congress and the Department of Government Efficiencies DOGE begin addressing these failures, Guberman's expertise should be recognized as a vital asset in exposing and correcting these issues at their root.

6. A Call to Action: Investigate, Reform, and Remove Corrupt Accreditation Bodies

The U.S. government, policymakers, and investigative bodies must:

1.     Launch full-scale congressional investigations into ANSI, ANAB, IAF, ILAC, and their connections to international organizations like WHO, UNIDO, and USAID.

2.     Terminate federal agency board memberships in ANSI - ANAB to eliminate conflicts of interest.

3.     Revoke fraudulent accreditation's and hold accountable those responsible for regulatory failures.

4.     Recognize independent investigators like Daryl Guberman as viable alternatives to the corrupt oversight system.

The time for action is now. With Daryl Guberman leading the charge, this criminal accreditation network can finally be dismantled—ensuring the safety, transparency, and integrity of critical industries worldwide.
