He assumed leadership of the IAF and, was chief executive of the China National Accreditation Service (CNAS) in Beijing, he secured seats on the boards. This isn't a trivial administrative change—it is a strategic coup, one that enabled Chinese influence to seep into the very standards meant to ensure our safety.

A Critical Juncture: The Year 2015 and Beyond

While concerns about TikTok and Chinese digital infiltration have dominated recent headlines, Guberman's research shows that the infiltration of our federal agencies began long before, with 2015 marking a pivotal turning point. Between 2015 and 2021, state-sponsored cyber actors from China systematically breached the defenses of key U.S. agencies. Despite changes in leadership, the new stewards at the DOD, DOJ, FBI, Department of Commerce, and DHS remain mired in the same archaic, compromised practices—up to their behinds in the swamp of the American National Standards Institute (ANSI) and the American National Accreditation Board (ANAB).

Unmasking the Fraudulent Accreditation Cartel

At the heart of this scandal lies the International Accreditation Forum (IAF), incorporated in Delaware and founded by ANSI and ANAB. In 2015, this critical organization was effectively "handed over" to a Communist Chinese national—Xiao Jianhua—a man who has been involved in quality oversight since 1994. Under his leadership, the IAF, along with its sister organization, the International Laboratory Accreditation Cooperation (ILAC) in Australia, has become a conduit for Chinese influence. Xiao Jianhua also serves as the chief executive of the China National Accreditation Service (CNAS) in Beijing. His appointment—mandated under China National Intelligence Article Number 7, which compels espionage—has allowed China to extract critical data and compromise our national safety standards.

Fraudulent Certifications and Lax Biosecurity

In 2017, the scandal escalated when, at the Wuhan Institute of Virology (WIV), Xiao Jianhua personally handed over a certificate equivalent to those issued by ANSI-ANAB. This certificate was granted to a BSL-4 laboratory that was woefully ill-prepared—with insufficient numbers of highly trained technicians essential for bio-containment. During a deposition in Texas in 2017, Vice President of Laboratory Accreditation Pam Sale stated:

"One of the issues is that there is no commonly agreed-upon set of standards that forensics labs around the country have to follow. Instead, there are informal guidelines that labs can choose to follow or not.".

This damning confession revealed that these certifications were nothing more than paper shields, setting the stage for the eventual escape of contagions and contributing to the global COVID-19 crisis. Boeing's Reckless Quality Control and the Cost of Negligence

The corruption permeates even the skies. Despite recent headlines celebrating a 63% rise in Boeing deliveries, Guberman's documented evidence exposes a stark truth: Boeing has been pushing aircraft out of the hangar with between 50 and 200 unresolved quality issues. In a riveting hearing on April 17, 2024, Boeing whistleblower Sam Salephour testified that on the Boeing 787 line, he routinely witnessed workers jumping up and down on fuselage sections to force misfitting parts into alignment—a practice known as "preloading." Worse yet, our federal agencies have become complicit in this quagmire. Despite clear federal regulations—such as 5 C.F.R. § 2635.702, 5 U.S.C. § 3331, and FAR Part 4.11—which strictly prohibit government endorsement of private entities, figures like Randy Doughtery have been prominently advertised on DHS websites as vice president of ANSI-ANAB. In reality, he was merely a technical advisor. Additionally, DHS employee Phil Mattson received over $262,000 from ANSI-ANAB on top of his federal salary. NIST employee Gordon Gillerman received over $120,000 from ANSI-ANAB on top of his federal salary.  Similar conflicts of interest extend to the Department of Commerce and the FBI, DOJ, DHS whose leadership, despite being refreshed, remain entangled in these corrupt arrangements, leaving them vulnerable to further cyber intrusions and data breaches.

A Call for Sweeping Reform and Accountability

Guberman's investigation sound the siren of a call to action: Our federal agencies must break free from decades-old practices that allow a foreign adversary to influence our most critical systems. It is time to dismantle the fraudulent accreditation cartel, enforce our federal regulations without compromise, and restore true oversight that places public safety over corporate profit.
