The $20.7 million detention center was constructed to help with overcrowding at the current jail, which was built to hold 78 inmates but sometimes holds as many as 140. The new jail has beds for more than 275 inmates. Trace Creek acted as construction manager-at risk on the project, and DLZ Kentucky Inc. of Frankfort was the architect for the project. The jail, built on the site of the former Eastern Kentucky Tobacco warehouses off of U.S. 60 East, features three wings to house inmates and a work-release area. It has a full-body scanner, two indoor recreation rooms, classrooms, and medical facilities. The Kentucky Department of Corrections authorized the county to move forward with the project in 2014, and Trace Creek began construction in July 2016. After construction started, new laws were passed that necessitated changes to the design. The change orders totaled less than $403,000, which is far less than the 10 percent contingency typically allowed for this type of project. Trace Creek adapted quickly to these changes and adjusted construction schedules to keep the project on track.
